Members Profile - Alex Oulianoff, Mount Barker District Council

Alex OulianoffAlex is the Manager Financial Strategy at Mount Barker District Council. Since his first day with Local Government in April 2012 the landscape at Mount Barker and the Local Government sector has changed considerably.

Mount Barker is considered to be the fastest growing inland city in Australia and within 20 years is predicted to be the second biggest city by population in South Australia. Much of this growth is due to the Mount Barker Urban Growth Development Plan Amendment (DPA) which allowed for 1,310 hectares of rural land to be rezoned, primarily for new residential housing. This significant growth has created numerous opportunities for Council and the community.

The rapid transition has meant that many roles at Mount Barker District Council have had to change in response to growing demands. Alex’s initial role was significantly statutory based focused on reporting what had happened. His current role now looks to the future and requires the utilisation of models and forecasts to develop the Council’s Long Term Financial Plan.

Other specialist tasks include working closely with Council’s Strategic Development Group and the Chief Executive Officer in providing strategic advice on major new infrastructure projects such as Stage One of the planned new $20 million Regional Sporting Hub. Alex also provides strategic advice to other Council departments on everyday operations and projects.

Alex’s first introduction to the FMG was early in his time at Mount Barker District Council when he started attending monthly meetings as a guest. Attendance at these FMG meetings provided him the ability to create valuable networks within the industry. After seeing the value of not only being a member of FMG but also attending meetings he nominated and was successful in becoming an Executive Member in 2016.

Most recently Alex has chaired the Costing Principles Workgroup which brought together members of a number of Councils to assist in the preparation of appropriate costing methodologies for Local Government entities providing a wastewater service. Further to this he has taken part in the Internal Controls & Risk Management Working Group which was responsible for the most recent changes to the Financial Regulation regarding Internal Financial Controls, now endorsed by the Minister for Local Government.

Prior to working in Local Government Alex worked at AP Eagers for 4 years in a finance role, whilst completing his bachelors in Commerce, Law & Legal Practice as well as a diploma in Property Services (Agency Management). Upon completion of his tertiary education at Flinders University and followed by his move to Local Government, Alex completed further study and attained his accreditation as a Certified Practicing Accountant (CPA).

When not crunching numbers Alex enjoys tackling DIY projects with his identical twin brother Ivan. He also enjoys spending time with his family at their Certified Organic market stall in the Central Market. Alex has demonstrated a passion for travel and has told of how he enjoys experiencing and witnessing different cultures around the world whenever he has the chance, his most recent trips were to the USA and Europe.
